Özet
Kutadgu Bilig Türk-İslam düşünce tarihinin önemli bir edebi eseridir. Eser mutluluk veren bilgi anlamına gelmektedir. Eser, iyi bir devlet yönetimi ve yönetici nasıl olmalı sorusuna yanıt arar. Aklın ve bilginin önemi üzerinde durur. Bilgi odaklı bir devlet modelini savunur. Buna göre, bilgi bireysel ve toplumsal refahı sağlayan tek güçtür. Devlet yönetimindeki kişiler bilgili olmalıdır. Ayrıca kamu yönetimiyle ilgili sorunlarda birbirine danışmalıdır. Siyasi kuralların ve kurumların meşruiyeti için adalet ve akıl esastır. İdeal bir devlet yönetiminde hoşgörü, iyilik, doğruluk, eşitlik gibi erdemler üstündür. Eserde konular devlet yönetenlerin diyalogları aracılığıyla işlenmiştir. Kanunların üstünlüğü, yöneticilerin halka davranışları, halkın devlete yönelik sorumlulukları ele alınmıştır. Devlet yönetiminde saadete nasıl ulaşılacağı açıklanmıştır. Eser, devlet yöneticilerinin en önemli görevinin kanun yapma, asayişi sağlama, iktisadi istikrarı koruma olduğunu belirtmektedir.

Özet (Yabancı Dil)
Kutadgu Bilig is an important literary work in the history of the Turkish-Islamic thought. The work means a knowledge which gives happiness. It searches for an answer to the question how good the state management and executives should be. It focuses on the importance of the mind and knowledge. It argues that knowledgedriven model of a state. According to this knowledge is the only force of individual and social well-being. The people in the management of the state should be knowledgeable. Also they should consult with each other in public administration matters. The justice and wisdom is essential for the legitimacy of the political rules and institutions. In an ideal state administration, tolerance, kindness, fairness, equality is superior virtues. In this work, subjects were processed through the dialogue of those involved in the management of state. It was discussed the priority of the law, administrators’ behaviours towards to the public and the public responsibilities to the government. It was explained how to achieve happiness in the state management. The work states that the most important task of government administrators is law-making, peace-building and the protection of the economic stability.
